We published these notes in the Special Issue of Ephemera Journal, Theory & Politics in Organisation, "Repair Matters". Here, we shared the questions and challenges around care and health that emerged in our research project, with a specific emphasis on the common ethics of emancipation in institutional critique. We asked ourselves how institutions are caring for the people in our critical present and toward a horizon of change.
Last year, the Scottish magazine “The Drouth” and “Vessel Art Project” asked us to share some reflections about our research, Entering Outside, as a multi-site and multi-format dialogue among critical practices of healing and caring in the south of Europe.
The last years slogan of the Berlin Disability and Mad Pride Parade was called: Ganzhaben statt Teilhaben. The activists literally translated the slogan from German into English saying: ALLicipating instead of PARTicipating, meaning, we want to have it all or we want the whole instead of getting only a bit. Or speaking in a more metaphorical sense: We don't want a piece of cake, we want the whole fucking bakery!
Rethinking care profoundly implies a complex and demanding exercise, which involves comprehending anew connections, and connections_with_others, practicing the _with_. The alternative health service in Trieste that works with micro areas is a very good example how care could be practiced differently as a democratic living together.
There are different models: on one side Trieste, with an extraordinary accumulation of knowledge and experience in the field of health, which is currently confronted with the national restriction of welfare, with political and administrative interlocutors that aren’t especially friendly, and recently with the social situation in which we lack movements that might allow us to play in new ways with the relationship between the inside and the outside of the institutions; on the other side there are the Greek experiences, which are extraordinarily capable of innovation in the field of what Rotelli calls the “contraptions”, the “artefacts”, the “engineering”. However, these kinds of experiences are born and develop out of absolute emergencies, so their longevity is always in question.

Víctor González and Raquel Corral are, respectively, a building official and a care assistant at the Local Centre for Community Health in the district of San Blas. In these two videos, they describe how the district has been shaped since the fifties, and the work in health promotion and prevention that they carry out in the Local Centre, which is organised by programmes and community projects and is run by an interdisciplinary public health team.
Marta Pérez, miembro de Entrar Afuera y participante en Yo Sí Sanidad Universal, relata en este video cómo la experiencia de la lucha contra la exclusión sanitaria en Madrid plantea preguntas con respecto al tipo de relaciones que se construyen en torno al ejercicio del derecho a la asistencia sanitaria. Las dificultades de construir espacios comunes en los grupos militantes y también de estos con los profesionales sanitarios se sitúan en un contexto en el que la fragmentación y segregación en el acceso al sistema sanitario aumenta, pero afecta de forma más visible a las personas normalmente situadas en los márgenes, las personas migrantes sin papeles. A la dificultad para explicar cómo esta segregación atenta contra el propio centro del sistema, su universalidad, se suma una desconexión histórica con los movimientos de participación comunitaria de 1980, dejando unos servicios que, en la actualidad, conceden muy poca legitimidad a la gente para participar de ellos. Marta pregunta a Trieste por la manera en la que se puede recuperar ese diálogo intergeneracional, así como por las posibilidades para construir espacios comunes más allá del momento de contacto puntual de asistencia.
Juan Luis Ruiz-Jiménez, médico de Atención Primaria jubilado, relata en este vídeo algunas de las claves de la reforma sanitaria madrileña que, en la década de 1980, puso en el centro de la construcción del sistema público de salud el territorio, la construcción de centros en los barrios, y los equipos multidisciplinares para practicar una atención integral que se desarrolló de forma heterogénea y desigual, en particular en lo que se refiere a la orientación comunitaria. Tan solo una década después, la reorientación tecnológica del sistema y la introducción de principios de mercado en las políticas públicas sanitarias minaron este impulso inicial, pero no han sido capaces aún de romper una hegemonía discursiva a favor de lo público. Partiendo de esta experiencia, Juan Luis pregunta a Trieste cómo se puede incorporar, tanto a profesionales como a la gente, a la práctica de un modelo más democrático de atención en el territorio.
